International Transport Slovenia: New Mandatory Pre-Registration for Non-EU Transport Companies
Effective June 21, 2025, non-EU transport companies conducting operations in Slovenia must comply with new mandatory pre-registration requirements. This regulatory change significantly impacts international logistics and road transport across the Slovenian territory.

All non-EU transport companies planning to conduct international transport, bilateral (two-way) operations, or cabotage—whether in transit, delivering to, or operating within Slovenia—must complete pre-registration with the Slovenian Employment Service before offering any services on Slovenian territory.
This requirement also applies to companies under contract with Slovenian clients or those making occasional transit deliveries through the country.
Required Documentation for Drivers
During operations, drivers must be ready to present the following documents upon request by Slovenian authorities:
- ✅ A valid certificate of pre-registration from the Slovenian Employment Service
- ✅ A CMR or e-CMR consignment note
- ✅ Proof of social security coverage, such as an A1 certificate or equivalent documentation
These documents serve as proof of compliance and must be kept in the vehicle at all times.
Time Limits for Transport Operations
To prevent excessive deployment and protect driver welfare, Slovenia is introducing operational time limits:
- A non-EU driver may operate in Slovenia for up to 7 consecutive days,
- And no more than 90 days per calendar year.
These rules apply per individual driver, regardless of the company’s overall transport volume.
Self-Employed Drivers: No Exceptions
Independent drivers and owner-operators from outside the EU must also follow the same procedures. Self-employed drivers must complete the pre-registration process before initiating international transport Slovenia operations.
